The BMP Tool Box was conceived to provide the SECWCD project participants with an accessible, evolving resource that contains information relevant to continuous improvement of water use efficiency. Given that recent CWCB policy indicates that water conservation program assessment and implementation is best conducted in an integrated fashion with all other aspects of water utility operations and management, the BMP Tool Box was designed to provide resource information addressing:
System Management (including water utility management and system operations)
Water Production and Treatment
Water Distribution
Water Delivery to Customers
Customer Water Use (and demand management)
This Water Conservation Best Management Practices Tool Box was conceived by Jean Van Pelt of the Southeastern Colorado Water Conservancy District (SECWCD) and supported by generous funding from the US Department of Interior’s Bureau of Reclamation and the Colorado Water Conservation Board (CWCB) as part of the SECWCD Regional Water Conservation Plan. The development of the BMP Tool Box was directed and primarily authored by Tracy Bouvette of Great Western Institute, with substantial web design support from Emmett Jordan of R. Emmett Jordan Communications and Design. Other important contributors include Bob Hamilton of the SECWCD and MaryLou Smith of the CSU Water Research Institute. George Kunkel of the Philadelphia Water Department provided valuable review of the water loss management portions of the BMP Tool Box. The BMP Tool Box has also been reviewed by Kevin Reidy of the Office of Water Conservation and Drought Planning at the CWCB.
There are many works in the literature that address BMPs for water utilities – with respect to overall management and operations, and water conservation. This BMP Tool Box is not an attempt to reinvent the good work of past investigators and authors. It is rather intended to house a compendium of these works in a readily assessable and easily navigated format. It is also intended to be updated regularly such that new and important work related to any of the relevant topics can be readily included as a resource for the BMP Tool Box users.
